Construction and demolition of structures are on the rise for meeting domestic and organizational demands. For these processes, different components are required to create new structures, while residual material is left after demolitions. As a result of these activities, a substantial amount of waste is generated. This waste needs to be processed, i.e., suitable materials must be recycled or reused, and hazardous or unsustainable materials must be disposed of safely.

How Is It Processed?

Segregation of the waste material

• The waste generated at the construction/demolition site is segregated at the site itself.
• This waste is separated into inert waste (concrete, bricks, rubble), recyclables (metals, wood, plastics, glass), reusable components (doors, windows, fixtures), and residual or rejects.
• Firstly, the waste is separated manually, followed by automated segregation.

Waste collection and assessment

• The segregated waste is transported to the processing facility.
• At the processing facility, all the materials are weighed and checked for quality.
• Over here, documentation is recorded for the quality of materials, weight, sourcing location, etc.

Primary sorting and material processing

• Materials that can be reused, like doors, window sills, wooden planks, metal frames, etc., are collected. Hazardous materials are isolated from the lot.

Material processing

• Large debris that isn’t fit for recycling is passed through jaw crushers and impact crushers to convert large components into small ones.
• After the size-based separation, mechanical devices are used to separate the material into ferrous and non-ferrous components.

Secondary crushing

• After the necessary segregations are completed, the recovered components are passed through a secondary crushing process.
• This process converts the material into fine particles, which are graded according to size.

Applications of recovered materials

• The fine material is then incorporated into other projects where suitable.
• These materials are then used as recycled aggregates (for roads, paving blocks, concrete), sand substitute, metal scrap (sent to smelters), wood chips (fuel or boards), plastic recyclables, etc.
• The constructed material is then tested for quality and compliance with regulations (BIS standards)

Residual waste handling

• Hazardous and non-recyclable waste is then sent to landfills and backfills (only if permitted).
• For a good segregation process, non-recyclable waste is less than 10-20%.

Storage & Distribution of Recycled Products

• The recycled products obtained are then re-checked for quality and applicability.
• These components are then resold for use in road works, government projects, and private construction sites.

Benefits

• Construction Industry: For constructing new structures, builders can make use of recycled scraps and materials, instead of using completely new material, which reduces raw material costs.
• Cement Industry: For the cement industry, concrete debris can be used as a raw material for cement production.
• Road & Infrastructure Industry: Recycled aggregates and sandcan be used in road constructions, thus reducing the strain on natural resources.
• Metal & Scrap Industry: Recoverable metals from demolition sites provide raw materials for recycling in the metal and scrap industry.
• Brick & Tile Manufacturing: Pulverized construction and demolition waste consists of usable bricks and tiles, that can be used as filler or raw material.
• Plastic Recycling Industry: Recovered materials like plastic piping, sheets, and insulation can be reused in the manufacture of similar items.
• Energy/Biomass Industry: Wooden components from construction can be converted into fuel pellets.
• Urban Local Bodies/Waste Processing Industry: Construction and demolition activities generate revenue through processing, sale, and tipping fees during the entire process.

India Regulations

Environment (Protection) Act, 1986

• This act allows the government to frame new rules and regulations regarding environmental safety, which includes construction and demolition management.
• It enables penalties and corrective actions against the violation of these rules.

Construction & Demolition Waste Management Rules, 2016

• This act deals with all the administrative and regulatory rules regarding construction and demolition waste management.
• It defines the scope of approved handling of construction-related waste, practices required, and guidelines for penalties for non-compliance.

Municipal Solid Waste Rules / Solid Waste Management Rules, 2016

• These rules are formulated to govern the processes where construction and demolition waste management is at a crossroads with municipal processes.
• This act prohibits disposing of any waste in municipal solid waste streams and provides a framework for municipal enforcement and fines.

Air (Prevention and Control of Pollution) Act, 1981

• In the case of construction and demolition activities, this act is applicable to the air pollution caused during these processes.
• It consists of regulations for monitoring and maintaining air quality during such activities and also contains appropriate disciplinary actions for non-compliance.

Water (Prevention and Control of Pollution) Act, 1974

• Similar to the Air Pollution Control Act, this act is applicable to the water pollution caused by construction and demolition activities.
• It prohibits releasing slurry, debris, and leachate haphazardly into water bodies.

Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016

• This government regulation is applicable to hazardous components present in waste material to be processed.
• This act consists of laws for the storage, handling, transport, and disposal of hazardous materials found in sites of construction and demolition activities.
